How the Senate Chancellery of the State of Berlin enables data-driven decisions
Data is the key to efficient, modern structures in the public sector. With the data portal “D:ASH - Daten: Analysieren, Steuern, Handeln”, the state of Berlin, represented by the Senate Chancellery, has taken a major step towards data-driven administrative management. D:ASH is the central portal for city-wide management and provides data-based insights into selected areas of Berlin's administration. The Senate Chancellery acts as a central strategic unit that supports the Berlin authorities in implementing joint performance promises - for citizens and businesses alike.
Challenges before the project start
The initial situation was typical for many public administrations:

There was no uniform platform for data visualization and analysis.

Statistical data was processed decentrally and manually, which was time-consuming and inefficient.

The new solution had to meet high security standards, including GDPR compliance and the guidelines of the German Federal Office for Information Security (BSI).

Data protection concepts, deletion guidelines and access rights had to be set up.

Accessibility had to be ensured as a key requirement in the public sector.
The solution: Tableau and managed cloud services from M2
To solve these challenges, M2 worked closely with the Senate Chancellery to develop a powerful, secure and future-oriented data platform.
Steps towards implementation:
- Strategic planning: A roadmap for the D:ASH project was jointly developed, taking all requirements into account.
- Cloud-based infrastructure: Tableau servers were implemented in the Open Telekom Cloud to ensure a secure and scalable data environment.
- Automated deployment: Configuration and hosting were carried out using the Blue-Green process with Terraform to guarantee smooth updates and high reliability.
- Data protection and accessibility: A GDPR-compliant data protection concept was developed in close cooperation with the specialist departments and an accessibility assessment was carried out, which serves as the basis for further improvements.
- Self-service analytics: M2 carried out training programs to enable employees of the Berlin administration to use the platform independently.
